Study On The Current Situation And Development Countermeasures Of Postdoctoral Research Station In Yangzhou City

The post-doctoral system in China has been established for 30 years. During this time, it grows with continuous development. After setting up postdoctoral workstations in enterprises, they help companies cultivate a galaxy of talents, achieve high-level research results and promote the cooperation between production, academic and research. Meanwhile, postdoctoral workstations prove the companies’innovative ability and the capacity to built the team of high level talents. With the development of China post-doctoral system, in recent years, Yangzhou city focuses on the establishment of postdoctoral workstations and has formed a comprehensive postdoctoral workstation system which contains almost every branches of learning. Till now, the quantity and quality of postdoctoral workstation in Yangzhou has been promoted a lot and a talent cultivation system which contains the introduction, cultivation, gathering and maintaining of talents has been formed. However, some problems arise during the developing process of postdoctoral workstation. For instance, the imbalance of districts and industrial distribution, the quality of different workstations are uneven and many "empty workstation" appear, the management system can’t match the development needs so some companies focus on short-term profits. Moreover there are contradictions between enterprises, universities and scientific research institutes, and capital investment and services can’t meet the needs of rapid development.This article analyses the operation status of postdoctoral workstations in Yangzhou with methods of literature research, contrastive study, qualitative and quantitative methods and research the prefecture-level governments’influence on postdoctoral workstations. This article is divided into 6 parts. The first part is the background and research meaning of this research, the second part is the definition of relevant conception, the third part is the current operation status of postdoctoral workstations in Yangzhou, the fourth part is the problems that arise during the process, the fifth part is the current situation and experience of other countries and districts, the sixth part is the suggestions on the development of postdoctoral workstations.This thesis believes that as a city in the middle of Jiangsu Province, the economy of Yangzhou is a little behind the economy of developed cities in Yangtze River delta. Therefore, give full play postdoctoral workstations can effectively reduce the gaps of development. As the administrator of postdoctoral workstation and the propellent of postdoctoral system, local government must encounter the challeges occuring in the development procedure and transfer from administrative government to the service-oriented government. Meanwhile, local government should intervene in the operation of postdoctoral workstation effectively in different stages and by the means of policy guidance and funding support, local government can guide and promote postdoctoral workstation to operate in a healthy way. This thesis provides reference for geographical conditions, economic development, talent base, research background and culture of Yangzhou as well as how to promote the postdoctoral workstations in other cities which share the same situations as Yangzhou.
