During the report of the Seventeenth National Congress, the Communist Party of China has put forward the concept to strengthen civic consciousness education and establish a socialist democracy, freedom, equality, equity and justice. In the "Long-term Education Reform and Development Plan(2010-2020)" the State also made the same assertion. Citizenship education is not only the foundation of cultivating citizen accomplishment, but also the trend of the Times. Primary school is the initial stage of the education system, which laid a foundation for the cultivation of students’ civic literacy. Based on the civic education of Japanese elementary school, this paper is divided into four parts which adopts the methods of literature analysis and observational research. Firstly, this article reviews the research background, significance, literature review, etc. Secondly, Based on the research of other scholars, this paper analyzes the history and status quo of Japanese civic education in primary school, in order to understand the current development context and course management in Japanese primary school civic education. Thirdly, this article is to extract the characteristics and evaluation of Japanese primary school civic education. Focusing on the practice of Japanese elementary school civic education curriculum management, this paper makes a concrete analysis with three aspects: curriculum resources, curriculum content and teaching methods. Lastly, on the basis of analyzing the success and shortcomings of Japanese primary school civic education, this paper concludes that we should reflect the current situation of Chinese civic education. It is also necessary to both learn success and get warning from them so as to promote the development of civic education in China primary schools, which will lay a solid foundation for cultivating the students to be the new generation of socialist with ideals, morality, talents and self-discipline.The theoretical basis of this paper is the learner-oriented model. That is, school administrators and teachers concerned about students in the class, turned the focus from knowledge to humanity in curriculum management. Based on the combination and diversity of curriculum design and implementation of Japanese elementary school’s civic education, we can get some enlightenment. Meanwhile, different nations have different conditions and cultural systems, we must not just copy the experience, but should seek the civic education in line with China’s actual situation.
