With the rapid economy growth and social development of China, Community education, which develops very fast, has been studied by academia from the perspectives of pedagogy, psychology, sociology, etc. As to the current domestic research status of community education, there are more researches of mainland community than that on Taiwan with a focus in experience summary, while lacking in the comparisons between Taipei and Shanghai.Despite of the historical and cultural differences, the successful experience and effective measures of Taiwan deserve our attention and should be adopted practically and objectively.Abundant first-hand materials are obtained through empirical investigations in communities of the two cities as well as documents review, on-the-spot investigation and interview.After analyzing these data, this paper proposed the similarities and differences between different social systems from various and(the history of each community education, educational philosophy, laws and regulations, management system, educational institution and teaching organization).Mean while,and not only the successful and mature experience of community education in Taipei, but also the potential issues are explored.. Considering the actual situation of the Shanghai community education development,and the conception of community education in Shanghai’s future development way, Following suggestions to the community education are put forward:(1) Gradually improve the relevant regulations and laws of community education;(2) Combine management of community education with administrative means and market behavior.;(3) Comprehensively distribute urban and rural resources, and conduct scientific development program incorporated with the actual situation of urban construction and community development;(4) Achieve the autonomy management of community education progressively by forming and developing volunteer organizations.
