The development of community education is an important measure for my country to build a learning society and an education system that serves the lifelong learning of the whole people.Community schools are an innovative measure for the development of community education in Shanghai,an important part of the three-level network of community education in Shanghai,and play an important role in building a learning city in Shanghai.At present,there are not many studies on community schools.In the limited studies,curriculum,teaching,and teacher team building are more used as separate topics,and less community schools are used as the main body of research to discuss Shanghai’s experience and problems in the development of community schools.In view of this,this study comprehensively uses text analysis,interview method and case analysis method to deeply analyze the important measures for the development of community schools in Shanghai,and present the reality of community schools.On this basis,try to reflect on the problems existing in the development of community schools,and give corresponding optimization suggestions.Based on the existing research,the community school in this study is a community education institution formed under the policies and regulations of Shanghai.This study selects a community school in three districts of Shanghai to conduct a case study,and collects relevant documents on school development.At the same time,we conducted interviews with school administrators,teachers and students,and accumulated a wealth of research materials in the process.The study believes that in response to the concept of lifelong education and meeting the needs of Shanghai’s urban development,Shanghai has introduced regulations on community school settings,carried out standardization construction,promoted connotation construction,and actively built high-quality community schools.Policies shape the development of community schools and are an important guarantee for the development of community schools.The three case community schools have distinctive brand characteristics,strong scientific research strength and innovationdriven development as their development characteristics,forming an organizational structure with principals,directors and teachers as the main actors,and showing common characteristics such as relying on government leadership and support.The research believes that under the new situation and new requirements,there are problems in Shanghai community schools at the three levels of policy system,school development,and individual students that deserve reflection.These problems are: the positioning and development direction of community schools need to be clarified,and the legal effect of the notice provisions.Weakness,uneven development among community schools,unstable organizational structure of community schools,and urgent development of community school staff.Students in community schools do not have a strong awareness of lifelong learning and pay little attention to school construction.To promote the development of Shanghai community schools,it is necessary to optimize the development strategy: clarify the school’s positioning and responsibility system,promote overall planning,take into account the scientific and policy-oriented evaluation system,improve the community education teacher guarantee mechanism,and promote the concept of lifelong education and lifelong learning.
