Participation of experts in school curriculum planning is the inevitable trend under the background of three level curriculum system and U-S cooperation and also a new problem with research value.Literature method, interview method and observation method are included in this paper. We analyzed the existing literature to clarify the related concepts and to learn the research situation. Meanwhile, we collected amount of precious information through formal and informal interview with experts, principals and teachers, as well as field observation in school with experts. As for case, we selected three typical participation models(more experts versus one school, one expert versus one school and one expert versus more schools) according to the number of experts and schools. We made a comprehensive presentation of these three cases from the dimensions of participation background, contents, patterns, results and problems.With analysis, we found that there were three factors affecting experts participation in school curriculum planning. The first factor is experts themselves, including their participation intension, patterns, contents and time. The second one is school, including teacher’s cooperation and principal’s leadership. The third one is society, mainly referring to the support of university, government and district.At last, we made a deep thought and put forward some suggestions. First, forming effective expert team and improving the participation patterns. Second, motivating the teachers’ self-growth, improving the teachers’ incentive mechanism, giving play to the role of the principal’s leadership and organizing curriculum study team. Third, establishing the security mechanism for experts participation and improving the evaluation system for experts.This paper made up the existing research and added a new angle of view for U-S cooperation study. Meanwhile, the content, process and results of this paper will be helpful for future practice of experts’ participation in curriculum planning, making this research creative and original.
