2015 is a year for a great revolution in education. The Outline for Education Planning has processed more than half, it is only 5 years left to realize the modernization of education in 2020, but the status quo of educational reform does not satisfy the public. The Third and fourth Plenary Session of the 18th Central Committee of the Communist Party of China request to deepen the comprehensive reform in education. It made the school highly focused by the society, and the primary and secondary schools will enter the depth of the transition period of adjustment. The discussion for de-administration of education has a long history, but it mainly focused in the universities. While the main problem for the establishment of modern school system in the basic education is still de-administration of education, so the de-administration in primary and secondary schools and the establishment of modern school system are imminent.Shenzhen, the window of reform and opening up, is a vanguard of system innovation and the reform of education. The South University of Science and Technology was born in Shenzhen in2007. It has become a symbol of de-administration in colleges and universities. Mingde Experimental School (in Futian District, Shenzhen) was founded in 2013. It is called by the media "China’s Pathfinder of reform in basic education" for the innovation of school system. The government of Futian District and Tencent Charity Foundation signed a framework cooperation agreement to explore the comprehensive education reform, the purpose is to explore the comprehensive education experimental mechanisms involved in enterprises and pluralistic society under the guidance of the government, and promote the innovation of basic educational system and the development of education modernization in Futian District. Mingde Experimental School has opened for a year and a half, it is gradually approved by more and more students and parents in a highly focused society. Mingde Experimental School has found a way in the exploration and practice of de-administration in basic education and the establishment of modern school system.This paper starts with the relationship between de-administration in primary and secondary schools and the establishment of modern school system, through the analysis of the experience of domestic and foreign modern school system construction, focusing on the example of comprehensive education reform in Futian District Shenzhen City-Mingde Experimental School. This paper will deeply study the specific measures and results to the de-administration in basic education and the establishment of modern school system in primary and secondary schools. Then summarizes experience of the comprehensive education reform of Futian District, and puts forward some thoughts and suggestions on the test generation problem.
