The completion of nine-year compulsory education and the popularization of higher education promote the senior high school to reform.people’s need for high-quality education resource is increasing with the economic development and the improvement of living standards. The key senior middle school which in the background of efficiency first and elite education doesn’t meet the requirement of social development and the people’s increasing educational demand. The balanced development of high school education becomes the inevitable trend of era development. State Education Commission programmes to establish model senior high school and sets the relevant standards. However, due to the difference of the economic development level, people’s tolerance and the high school conditions, the construction of model senior high school aroused some problems such as comparison and wastes, resulting in interscholastic gaps.According to instruction of State Education Commission and the facts,Shaanxi provincial government proposed the procedure of the construction of provincial standardized high school and the provincial model senior high school, set assessment criteria and management method. According to "the advancing, content development and overall improvement," Shaanxi Province has created a road of high school development,this is from ordinary high school-the provincial standardized high school-the provincial demonstrative high school,achieved the equalization and diversification. At this stage, the main task of the high school education in Shaanxi Province is to promote the progress of the standardized high school, and then gradually on the path to a balanced development.Therefore, it is significant for improving the education quality and prompting the balanced development to explore the theory and practice of the provincial standardized high school.Firstly, with the literature research and historical research, this paper combings the policy history of high school in Shaanxi Province, this is from key school to model high school, analyzes the major task of Shaanxi province high school educational. Secondly, using survey research and statistical analysis, the paper compares the school quality of 12 provincial standardized high schools and six ordinary high schools in three cities of Shaanxi province from three perspectives of principals, teachers and students, summarizes the experience of provincial standardized high school, to improve the quality of education in high school. Finally, the paper evaluates the provincial standardized high school in the comprehensive and developmental vision, finds the insufficient of the process and put forwards suggestions to solve the problem.This study includes the following four chapters:Chapter One:Introduction. From topics reason, research status, this sector proposes methodologies of this paper, innovations and shortcomings.Chapter two:The historical background of Shaanxi Province standardized high school. First, from a political, economic and cultural aspects,the researcher analyzes the background of key middle school, combings the situation of the key school in the nationwide and Shaanxi province, makes a comment about the historical influence of the key middle school. Secondly, this thesis focuses on the historical background of the shift, reviews the profile of the nationwide model high schools proposes that the construction should be combined with practical and take effective measures to really play demonstrative effect. Finally, the researcher analyzes the two-stage of model high school in Shaanxi province, combined with the evaluation criteria and the practical construction, sums features of the model high school constructions.Chapter Three:It is the core part of the paper. The practice of standardized high school in Shaanxi province to enhance the educational quality for ordinary high school is studied. In the background of the general situation and status of standardized high school in Shaanxi Province, this paper compares the educational quality of the 12 standardized high school and the 6 ordinary high school from three perspectives with survey research and statistical analysis, explores revelations of the provincial standardized high school to improving the quality of education of ordinary high school.Chapter four:the evaluation and reflection of the standardization high school construction in Shaanxi province. The researcher evaluates the standardized high school construction in a comprehensive, historical and developmental vision, analyzes a road from heavy efficiency to the balanced development. The paper gives a master measures to construct standardized high school,this is combined with the local practice. In addition, the researcher also find a number of issues of provincial standardized high school, such as borrowing large sums of money from foreign powers, vary large scale campus, one-sided pursuit of enrollment rate,unreasonable charge, etc, and put forward suggestions to solve.
