For recent years, with the in-depth popularization and implementation of National Fitness Program in China, a growing number of the handicapped has been seen taking participate of physical exercises in some areas. However, most of the sports items satisfying the goals of National Fitness Program fail to meet the demands of physical exercises for the handicapped in wheelchairs. Aiming to improve the physical exercises for the handicapped, by improving and the traditional Tai Chi, and replacing the legs with the wheel chair the Wheelchair(Sitting) Tai Chi is designed for the people in wheelchairs, which is an excellent sport item to be prompted and popularized for the handicapped ones. Therefore, it is a hot topic among the current social sports and Wushu practitioners to analyze the promotion and implementation of the Urban Wheelchair(Sitting) Tai Chi.151 exercisers, 16 coaches of the Wheelchair(Sitting) Tai Chi and 19 staffs of China Disabled Person’s Federation in five main urban areas of Chengdu have been sampled as the respondents of this Paper. According to the results of sampling analysis obtained from literature, fieldwork, expert interviews, and questionnaires, the implementation conditions of the Wheelchair(Sitting) Tai Chi are as follows:(1)The input of the Wheelchair(Sitting) Tai Chi varies with the CDPF(China Disabled Person’s Federation) braches in each main urban district of Chengdu. Among all the urban districts, Jinniu District and Chenghua District stand out.(2)Due to its simple actions, flexible exercise method and strength, zero influence from exercise time, location and season, low costs as well as good exercise effect, the Wheelchair(Sitting) Tai Chi has been accepted and supported by most disabled and their family members.(3)Uneven separated in Chengdu, the exercisers consist of persons of equal sex-ratio, various ages(mainly are middle aged disabled ones) and low education. Most of them are acquired physical disabled ones.(4)Although the exercise experience is short; most of the exercisers shall take part in the weekly exercise regularly. However, the short exercise period, the fixed and limited exercise sites call for certain supports from related government department.(5)The main reasons for the exercisers to take part in the exercises are as follows: improve the health and social communication, get corresponding subsidy from the government, like sport and ask for attention from the society.(6)More female coaches are observed than male coaches, they are elder than ordinary coaches, and have no high education degrees. Most of them are part time workers have strong enthusiasm and attention on the work.(7)The critical problems encountered during the development of Wheelchair(Sitting) Tai Chi in main urban districts of Chengdu are as follows: Lack of unified management, and the operating expenses, professional coaches, theory books, sports filed and sports equipment are limited.The following measures are raised based on the problems and status of the implementation:(1)Pay much attention to the exercise demands of the disabled ones, improve the management organizations of Wheelchair(Sitting) Tai Chi, and keep a smooth communication platform.(2)Enhance the publicity and demonstration of the exercise effects of the Wheelchair(Sitting) Tai Chi, to prompt it among the disabled personnel.(3)Actively mobilize all social forces, collect funds from multiple channels and ways to improve the sports facilities and services for the disabled ones.(4)The Sports Department and Wushu Association shall improve the staffing of the coach group of Wheelchair(Setting) Taichi, and boost the technical innovation.(5)The CDPF, street and community offices of each urban district shall set the practice base of voluntary services.
