On September4,2014, the State Council issued the Implementation Opinions onDeepening Reform on Examination and Recruitment System. An important reformwhich attracts people is that the scores of ordinary high school academic proficiencytest are included in the reference range of the college entrance examination admission.It means ordinary high school academic proficiency test is added function of selectionbased on its detective and indentified function, becoming a process-end compoundtest. On one hand, it refers to a rational development of current academic proficiencytest. On the other hand, it puts forward higher requirements on the test.On that account, the test should be clarified its value orientation from the aspectsof impartiality, honesty, seriousness and authority. However, current academicproficiency test can not reflect those four points and the function of selection as well.By referring to the beneficial experience from developed countries and regions,combining with the actual situation of China, the academic proficiency test is neededto be improved and perfected related system from the perspectives of proposition,implementation and result processing. This thesis will discuss above several aspects.At the first part, the author analyzes academic proficiency test owning necessity,feasibility and importance of the function of selection from two aspects of practicalrequirement and natural advantage. It is necessary that reforming the entranceexamination, upgrading educational quality and improving educational equality giveordinary high school academic proficiency test the function of selection because of itsnatural advantage of the properties, test content and test schedule.In chapter two, the analysis of shortage and challenge from the selection incurrent ordinary high school academic proficiency test is involved. The thesisexplains the properties of test, confusion of level, the lack of scientific proposition,the lack of seriousness in test process, the lack of depth in result processing and usingand the strengthening fairness of the test respectively.In the third part, on the basic of analyzing the current problem of the ordinary high school academic proficiency test the author discusses the value orientation ofthe test. Academic proficiency test calls for being constructed and improved from theaspects of impartiality, honesty, seriousness and authority as to promote its betterdevelopment.At last, after delving into the developing direction and existing problems inChinese academic proficiency test, thesis proposes route choice of selection functionfrom the aspects of the organization, test proposition, test process, test scores andproviding more chances of test by combining with beneficial experience in developedcountries.
