Operational study is being paid more and more attention under the background of the new curriculum. Students’ study on Mathematics in low grades of primary school accounts for a large proportion in the number and algebra, space and graphics, statistics and the conception, comprehensive practice activity. To ensure the effective implementation of Mathematics curriculum, we ought to attach more importance to the development and utilization of curriculum resources. The development and utilization of curriculum resources on operational study about the Mathematics education in the low grades among the primary schools can help students broaden their space of operation; it is conducive to realize a good conception of the curriculum standards and the reform of education.Through the research on the development situation and operational study at home and abroad, we find that the most of researches of existing curriculum resources stay in the lever of macro aspects, for example, the definition and the classification of the curriculum resources. The definition of operational learning curriculum resources under the background of new curriculum and the principle as well as the strategy of the development and utilization of the curriculum resources on operational study request that we should have new thoughts and practice.In the process of study, we came to know the current situation of the development of curriculum resources on operational study via interviewing with teachers, problems like weak capacity and consciousness in the development of curriculum resources on the operational study as well as a trend to be simple in the development and utilization structure of curriculum resources still exist. It is requested under this background that the teachers have to master and improve the resources themselves’ as well as the students’, what’s more, designing operational materials, utilizing the generative resources and integrating other courses are necessary too. It is proved effective and feasible in the zone of Mathematics education in the low grades among the primary schools according to the cases, which realize the combination with theory and practice.
