Since the founding of New China in 1949, national minorities have the education as a top priority of Education. In recent years, it is focused on the development of higher education in western regions and ethnic minority areas. However, due to historical, political, economic and cultural factors, minority education in our country has been in a state of development lags, especially the lack of high-level talents in these areas is more serious than ever. In view of this, the Ministry of Education jointly by the National Development and Reform Commission, the State Ethnic Affairs Commission, Ministry of Finance, Ministry of Personnel issued the "the Program of High-level Backbone for Minority" training policies in 2005. Promulgation of the policy is the country practical philosophy for education fair practice, not only is a positive response to the western development strategy, also is an important manifestation of talents strategy. With such a minority higher education compensation policies can promptly deliver more number of minority high-level professionals for the western regions and ethnic minority areas, promoting the harmony of the full range of political, economic, cultural, scientific and technological dimensions development and overall national strength.Since the enrollment of "the Program of High-level Backbone for Minority", a steady stream of western regions and ethnic minority regions transport a large number of fresh "blood", making the development of ethnic minority areas has made remarkable achievements.However, we should clearly realize that, in the implementation of "the Program of High-level Backbone for Minority" policy in many areas for improvement remain.Firstly, "the Program of High-level Backbone for Minority" overview, combined with some scholars of the research policy constructed the framework of this study. Secondly, try the integrated use of literature, observation, interviews, questionnaires and other research methods, research process and the implementation of the specific cases policies, bottom-up basis to re-examine the problems intensify stage.
