A Study On The Guarantee System Of Rural Compulsory Education In Yunnan Province

Yunnan social and economic development in backward, relatively low level of education background, how to face the emergence of new running mechanism of difficulties during the process of reform and development process, how to promote the new mechanism, is the subject of this paper. This article through to the compulsory education funds safeguard mechanism of Yunnan rural new research, combining the education equity theory, principal-agent theory to make a systematic analysis of compulsory education funds safeguard mechanism of the development of Yunnan, found that although under the new system of central and provincial governments have intensified efforts to the education transfer payment, but the shortage of education funds is low, overall investment in Yunnan the subsidy standard, government accountability mechanism is not sound and the other problems still restrict the development of rural compulsory education in Yunnan.Therefore, this thesis proposed by funding guarantee mechanism for compulsory education in rural Yunnan the following ways:perfect the system reform of compulsory education transfer payment, and to pilot the introduction of educational tax and other forms of fund sources, increase the intensity of investment, and to make a reasonable standard of security funds. Clear provincial government function, strengthen the provincial level, and improve the "county oriented" education model of financial management, reasonable adjustment of school layout, optimize the educational structure, so as to improve the responsibility mechanism at all levels of government and relevant units, strengthening financial function.
