In the historical background of elementary education new curriculum reform, our curriculum theory ushered in an unprecedented development opportunity. However, at the time of grasping opportunities, the development of curriculum theory in China also has many problems. Especially on issues of how to transplant, refer and create foreign curriculum ideas.In fact, under the trend of modern western learning introduced into China, early Chinese curriculum scholars introduced the foreign curriculum theory. It reflects the Chinese characteristics of curriculum research: the transplantation combined with adjustment, world vision combined with local consciousness. As curriculum research’s first signs, curriculum making is the focus of the early curriculum research. For this purpose, through the research of curriculum making’s introduction and development in China, can not only deepen the contemporary theory of curriculum transplantation and localization problem, even to a certain level reflect on the transplantation of foreign theory and localization problem.According to comb the historical context of the western modern curriculum making theory’s introduction and the development in early China, this research systematically expounds the change of curriculum making theory in our country. On the basis of the theoretical analysis and practice contrast, the research also summarizes its enlightenment for the current curriculum theory transplant and reference.The research firstly traces the historical background of curriculum making’s introduction and development. With the introduction of the modern discipline system, Western learning increasingly become the mainstream; the rise of modern studying abroad provides a bridge and intermediary for education development; the rise of educational system reform inspires people to focus on the school curriculum; the development of the new education movement provides a good external environment for expansion of curriculum research. Secondly, the research mainly discusses the situation about the introduction and development the curriculum making theory in the 1920 s, 30 s, 40 s. It involves the general research situation of each period, the behalf works and research features, the curriculum making in university in China. Generally, the introduction and development of the curriculum making thought in our country gradual process. Thirdly, the research studies the impact of curriculum making theory on our country’s education practice.The most obvious change lies in the change of name of school subjects; On the curriculum target, it emphasizes and pays attention to detailed and accurate target; In study of curriculum and teaching, a large number of inventory used to assist curriculum and teaching; As for the credit system and course selection system, in the process of implementation,it does not match with the school education in our country actual, people have to make compromises. In the end,the research expounds relevant enlightenment of the curriculum making theory’s introduction and development in our country during the period of the republic of China. We should correctly handle the relations between independent and borrow in the theoretical study of the curriculum.Second, curriculum theory research needs to focus on our country’s actual needs. Again, by vigorously developing education exchange, training talents, promote the development of curriculum theory. Finally, the curriculum researchers have acute problem consciousness and the spirit of research.
