With the development of economy and the advocacy of national, mainland China has made great progress in the aspect of continuing education, having Trained a large number of social workers, however, continuing education also exists in the development of many problems to solve.Among the problems the most prominent problems are the general education and occupation education did not achieve effective communication; occupation education and the occupation training did not achieve the effective conversion; various forms of learning outcomes have not been effective certification. With the development of continuing education, these problems have become the obstacle of our country, the development of education to a stumbling block, if not fundamentally solving these problems, the mainland China continuing education can only remain stagnant.And the qualifications framework is a system which covers all types and all levels of educational qualifications, and to promote all kinds of education in the mutual recognition of credits and the connection and communication.Qualifications framework has important significance in the promotion and implementation of continuing education communication, cohesion, mutual recognition. the continuing education in Hong Kong area have established a qualifications framework system, accelerate the development of continuing education in Hong Kong. To the problems existing in the continuous education from the fundamental solution to mainland China, promoting development, continuing education, must by the reference of successful experience in Hong Kong area to continue education qualifications framework implementation, the establishment of the mainland China continuing education qualification framework. Therefore, from Hong Kong area to the successful experience of education qualification framework implementation, the establishment of China’s mainland qualifications framework, continuing education, to solve the existing problems in continuing education, so as to promote the development of continuing education.This paper mainly introduces the basic connotation through the qualifications framework that a cross sectoral qualification level system, covering the mainstream education, occupation training, continuing education of different levels of seniority, and indicate the communication between should meet the standards, mutual recognition of credits and qualifications.Then the Hong Kong continues to background, significance of education qualifications framework implementation is discussed. Mainland China should in the formulation of relevant laws and regulations, strengthen the cooperation between government departments, the establishment of quality assurance mechanism and the passing qualification authentication mechanism, promote the reform of the credit bank systemconstruction in system and mechanism,in addition, but also to achieve the practice mode change, such as the implementation of education system, build a flip reflux classroom organization, construction of virtual learning community, adopt the blended learning mode, carry out workplace learning activities based on.
