With the development of new curriculum reform, our understanding of the new curriculum is no longer apparent and simplification, education practice and theory of education level, there are more and more achievement has emerged. Multi-level and multi-angle deep into the new curriculum, is itself the requirement of new curriculum, and really realize the premise of the new curriculum. "Problem solving" teaching mode represents a direction of the new curriculum studies and the deepening of new curriculum research. "Problem solving" teaching model can help teachers to the new curriculum concepts into specific teaching practice, make the classroom a theme, have goals, so that the teaching has the relative integrity, maneuverability and pertinence, meanwhile it also pay attention to the student to the problem solving process, and students in the process of the cultivation of ability, attitude and emotion, fully reflects the dominant position of students in the classroom, to improve students’ the ability of knowledge integration, solve problems and autonomous learning. About "problem solving" teaching model description of existing achievements, mainly focus on subjects such as Chinese, English and math, however, as for ideological and political course teaching in high school, "problem solving" teaching mode still belongs to the new task, lack of results, how to fully the concrete practice of ideological and political class in high school to complete the new curriculum goal, it is supporting the foundation of this article. The author based on teaching practice, review and summary in "problem solving" teaching on the basis of the research status at home and abroad, in view of the current high school ideological and political teaching, "problem solving" teaching model to study the specific application, the paper high school ideological and political "problem solving" teaching mode of concrete implementation steps, the analysis of Shanghai high school ideological and political teaching material, module combination of economic life, political life of the module module different characteristics and life philosophy, list the specific teaching cases, by discussing "problem solving" teaching mode of ideological and political class teaching design in high school, for ideological and political teachers in practice to carry out the "problem solving" teaching model to provide the reference.
