Labor relations is the importa nt part of the production re lations, it is also one of the most basic and important social relations. The concordance of labor relations for workers and business interests have gr eat significance,it related to econom ic development and social harm ony. Our country has always attached great im portance to build harmonious labor relations. The colle ctive bargaining system and the right of collective bargaining are developed with the workers’ movement. The development has been very mature in the western countri es, and also played a very important role in improving the workers’ living and working conditions. In our country, it has been gradually realized that the im portance of the c ollective bargaining system and the right of collectiv e bargaining to eas e the increasingly sharp contradiction after the reform and opening up. From then on, the collective bargaining system has been frequently applied to re solve the r ealistic clash between capita l and labor in the legislation and practice, and it also m ade a developm ent of our country’ s equal consultation and collective contract system(referred to " the collective bargaining system”). The collective bargaining system in China has been developed rapidly and achieved good results in practice, it gave a great help to build harmonious labor relations and ordinary workers for improve their working and living conditions.The first part introduces the concepts and theories of the the collective bargaining system. Firstly, from the nature of collective bargai ning, to clarify the relationship between collective bargaining and collective bargaining system in our country. Next, analysis the relations hip between the right to collective bargaining,disputed rights and solidarity rights,to clear the right to collective bargaining is not isolated, and also need related rights to achieve it.And then, according to analysis the function of coll ective bargaining to predict the ro le of collective bargaining system for building a harm onious labor relations.Finally introduced the im plemented program of collective bargaining and the contents of collective bargaining contract.The second part of the paper describes the historical developm ent of the collective bargaining system, including th e emergence and develo pment of the collective bargaining system in foreign countries and China. Foreign part focuses on the important role of the ILO in the collec tive bargaining system in the development process, the dom estic part introduced the historical developm ent of collective bargaining system based on legislation and practice in promoting confirm.The third part of this article focuses on clarifying that the problems in promoting the process, from five aspects, nam ely,the lack of social consen sus from the consciousness point of view, the lack of co mprehensive regulations on the legislative point of view, "the contract from propulsion light negotia tions ",from the point of view of trade unions playing the role of or ganization, the lack of the right to strike backed by support from the point of view support.The fourth part of this article focuse s on problems found in the third part, put forward specific counterm easures, respectively, from enhancing their awareness of the rights of workers to form a collective bargaining agreement, improving legislation and building institutional syst em of collective bargaining, prom oting the reform of trade unionism, strengthening unions’ repr esentativeness and independence, giving workers the right to strike. In the last pa rt, the establishment of migrant workers as the main measure of local industrial union for migrant workers in this specific groups of workers and vulnerable groups targeted suggested that better reflect social concerns and the protection of vulnerable groups.
