Since the implementation of the urban and rural development strategy, although narrowing the gap between urban and rural education, but it ignores the balanced development between disciplines. Due to the traditional history and subjective reasons, resulting in the majority of rural schools in teaching physical education, administration, faculty, and many there are a lot of problems, there is a huge gap compared with urban areas. In this study, educational philosophy, sociology and education equity theory investigation, comparative analysis, theoretical analysis, mathematical statistics method, Heilongjiang Province, the urban and rural compulsory education in primary and secondary schools part of physical education and school sports resources and other aspects of financial funding differences were investigated for feasibility reasons and rural differences in school physical education and balanced development were analyzed, and proposed to build a balanced development of urban and rural school sports mechanism. The results are as follows:1. Sports balanced development of urban and rural primary and secondary schools in real terms is the integrated development of urban and rural school sports education, sports balanced development of rural and urban schools, coordinated development process, is to enhance the rural young students of physical and mental health is the integration of urban and rural education directly the goal.2. in Heilongjiang Province and rural school sports there is a big difference. Rural primary and secondary use of sports equipment to meet the situation is not optimistic, PE teachers titles, education, age, gender, regardless of the structure of urban and rural areas is unscientific, after a small number of physical education teachers in rural schools participated in vocational training; in calisthenics and large recess activities in the province’s primary and secondary schools is better, after-school sports training in urban schools are better than rural schools.3. the reasons for differences between urban and rural primary and secondary education is mainly sports: urban-rural dual structure of education is the main cause of urban and rural differences in physical education in schools, the implementation of policies and regulations are not in place, rural school sports funding ratio of unreasonable allocation of educational resources system of inequality, social and cultural background and the traditional concept of urban and rural areas is also a factor in the differences in the formation of school physical education.4. urban and rural school sports balanced development, we must establish a "people-oriented" urban and rural sports integrated development of the concept of education, effective protection of rural students in physical education interests; administrative departments and education to be fair and equal manner into sports funding to rural and urban schools, strengthen governments at all levels must be balanced development of basic education as a development strategy, the rational allocation of educational resources, scientific planning; rural school sports, equipment and construction of urban and rural schools in strict accordance with the relevant provisions of the education sector, the strict implementation of physical education, extracurricular sports extracurricular activities and sports competitions.
