A Study On The Problems Of The Opening Of School Sports Facilities In Primary And Middle Schools In Shanghai

Since the 21 st century, as the outlook of scientific development and the concept of a harmonious society are put forward, it thus becomes inevitable to construct a service-oriented government and improve the government’s capacity and level of public service in the new era of social development. Public demand for sports has also risen to a higher level. As a major part of the public service system, the construction and improvement of public sports service system have become the urgent issue in the current public and social service sphere with the intensifying contradiction between the growing public demand and the relatively backward public sports service.With the growing population in Shanghai, public gymnasium cannot meet the demand of the people in Shanghai to participate in sports and fitness. Meanwhile, school sports facilities as an important part of public resources should be open to the society in order to help realize the sharing of public resources and ease the conflict between social rising demand for sports resources and the lacking in public resources.In this study, methods like documentation, questionnaire, interviews and site visits will be used in carrying out the investigation on the basic condition of sports facilities in primary and middle schools in Shanghai. Summary and conclusion on the general problems during the process of sharing schools’ sports facilities will be based on the first-hand information. With an analysis on the identification of the cause of the problems, suggestions and recommendations will be put forward with the purpose to improve the efficiency during the sharing of sports facilities and provide reference for scientific policy in public sports service in Shanghai.The main countermeasures are:1. To enhance the enforcement of rules and regulations in the sharing of school sports field and classify the responsibilities of government, school, residents community in this process.2. To integrate the school sports field resources with the public sports service system and strengthen the management of school resources with the aid of government, communities, school assembly.3. To improve the security system, set up ‘one school, one police station’ contact system and the joint working mechanism of school and police, enlarge the filed between sports field and teaching area to secure safety.4. To create funding channels to diversify the sports facilities, dig up the dynamic mechanism in the sharing of school resources and highlight the commonwealth value therein.5. To establish an open human resources management system and let social organizations, social sports instructors, qualified coaches and volunteers actively participate in the management of school facilities.6. To create a good environment for students to exercise, actively create conditions to attract students into school exercises, to ensure that the rights of students in school exercises are well protected.7. To combine moral governing with legal system, thus better regulating the sharing of school facilities.
