The innovation of Social management not only stimulates the development of social organization, but highly expands the development of social work. In Hong Kong, social workers offer professional and excellent social work services to the public especially to the vulnerable group, which helps them win high appraisal here. However, influenced by economic development, cultural traditions and historical factors, modern social work in China which started in 1920s has not enjoyed mature, technical and professional development though. Moreover, enough attention has not been paid to social work by Baotou Government which leads to the lack of appropriate social policies and sluggish actions in the development of social work.Meanwhile, although social work has been recognized as an occupation, its degree of recognition is still very low affected by many factors such as the social work group itself, organizations and society.According to the fact that the social recognition is not high, the outflow of social talent is very serious and the social work resources waste a lot, the author chose 110 social worker working in community, enterprise, and civil social workers and conducted a questionnaire survey. What’s more, the author interviewed 10 social workers and found a lot of aspects on social work are still not recognized.Based on Hongkong’s social work developing experience, this paper studies Baotou’s social work situation. It proposes to develop career identity and major competence of social workers. On organization part,it emphasizes on recruiting work,promotion structure and perfecting reward and punishment system. On society part, it proposes to propogate to increase people’s knowledge of social work. It is also necessary to build social work system to provide legal protection for social worker. This paper suggests on increasing social work’s career identity,stabilizing social work team and decreasing waste on social work resource.
