Research On Evaluation Of Scientific Research Efficiency Of College And Department Based On DEA

Due to the new world political and economic pattern, the scientific andtechnological advance plays an increasingly important role in the development ofnational economy and society. Scientific and technological level has become the keycriterion in evaluating the national all-round strength. As an important component ofthe national innovative system of science and technology, colleges and universitieshave their own advantages in fundamental research, applied research and thecommercialization of research findings, thus serving as a boost motor in scientificadvance and economic and social developmentIn recent years, more attention from our government has been paid to education,and education has ushered in a rapid development in educational programs and thefinancial investment of scientific research. Scientific research in colleges anduniversities is a kind of social activity which is featured in multi-input andmulti-output. How to evaluate the research efficiency scientifically, systematicallyand fairly in colleges and universities, especially in their departments and faculties,and guide scientifically the education departments and the administrators of thescientific research in colleges and universities, thus promoting the healthydevelopment of the scientific research activities in colleges and universities, is a hotissue drawing the attention from both academic circles and administrators.Recently, the discussion on research efficiency in colleges and universities hasbeen going on, in which the appraisal angles and methods are continuing to mature.Whereas it is rare for us to see any evaluation on scientific research on the subordinatecolleges, which is also the burning concern for the research administrators in collegeor universities.This study will cast an in-depth discussion on this issue by means of theoreticalresearch and empirical analysis. First of all, we introduce the background, objectiveand significance in the first part; Moreover, on the basis of literature review bothabroad and at home, according to the comprehensiveness and systematicness,scientificity and rationality, handablity and comparability, the orientation of regulation,we construct the evaluation index system of the research efficiency in colleges or universities. And we also set the weight for the evaluation index by using theanalytical hierarchy process; And then, we take a department in a university as anexample, and conduct the empirical analysis on it using DEA method, and finallydraw some conclusions and put forward some advice and suggestions; In the end, thefinal part includes a summary of the major findings of this study, and then points outsome shortcomings and expects the further relevant study. This study could be used asreference and basis for the departments in colleges or universities to evaluate thescientific research efficiency in terms of research method and findings.
