The district distinctivenesses of economy, society and culture determine thebottom line ascension pattern of the compulsory education equality’s accrescentdevelopment. To some extent its development tendency was specific and accrescent.This is, start on the basis of practical needs, grow up on the basis of externalassistance, develop on the basis of helping the weak and expand on the basis ofinnovation. Currently, the compulsory education in Western Region has almostreached the low level of opportunity equilibrium and is in the course of the balancedtransition from the resource equalisation stage to the quality balance stage, from thedenotative development to the connotative development and from the basic guaranteeof to the improvement of the botom line. The optimal methods of improving theeducational quality in Western Region are to unify the resource equalisation and thehigh quality balance, to unite the denotative development and the connotativedevelopment, coordinate the suitable methods and the characteristic development andthe self-improvement oriented and external help-aided policy.This thesis consists of four parts.The first chapter is the introduction part. In thispart I will introduce the reason why I choose this topic and conclude the purpose andmeanings of this topic on the basis of analyzing the correlational studies both at homeand abroad, then I will confirm the research methods and approaches basic on theneeds of the research. The second chapter is about the theoretical framwork of thisthesis. In this part I will expound the theories of educational fairness, sustainabledevelopment, multicultural education, the distribution of Pareto Optimality and so on,then I will explain the development history, the basic concept, the basic elements, theessential features, the realistic meanings and values of the balanced accrescent of thecompulsory education in Western Region and thus lays a theoretical foundation formy research. The third, fourth and fifth chapter are the case analysises of Xinpingcounty, Ninger County and Gengma County. In these three parts I will respectivelyintroduce the geo-location, the education image, the development status and themethods of the balanced growth of compulsory education in these three counties. Thesixth chapter is a sum conclusion of the case analysises and I will anayze the reason,the motivation, the condition and the methods of the the balanced growth ofcompulsory education with the four Ws approach. The last chapter is the prospect part.I will look far ahead into the future development tendency of the balanced growth ofthe compulsory education in Western Region.
