From the beginning of the nineties of the 20th century, Inclusive Education has been officially put forward. Some international countries began to explore positively and utilized the philosophy to guide their practice. Finland has achieved notable education not only about the understanding but the practice of Inclusive Education. Finland took measures which included the education system, education evaluation, management mechanisms and training for teachers to ensure the advance of Inclusive Education. These measures obtained marked results. Meanwhile, the Inclusive Education of Finland proved a fact to the international education that the differences between individuals and the quality of education are not contradictory. Our country also explored positively the educational practice of learning in regular class all-in-one in order to let disabled children have chance to learn and grow with ordinary children for eliminate isolation. Learning in regular class all-in-one has achieved certain progress, but it has a certain distance to reach the required standard of Inclusive Education. It has a long way to go for reach the genuine Inclusive Education. Therefore, the paper analyzes Finland's the education concepts, hackles the historical trace and masters concrete measures to have a comprehensive cognition. Through comparing our country's development of Inclusive Education and respecting on our country's gain and loss, some useful insights and lessons are posed.This paper is divided into four parts except foreword:The first part introduces the trend of Inclusive Education. This part mainly introduces the background of generation of Inclusive Education, the development process of the thought of Inclusive Education and philosophy of Inclusive Education in order to have a overall cognition about Inclusive Education.The second part analyzes the implement background and the development processes of Finland's Inclusive Education, the development process of special education, and retrospect the history of Finland's Inclusive Education.The third part analyzes deeply the implement measures of Finland's Inclusive Education. It includes the two sides of ensuring fair and improving the quality. It involves the management system, the education system, curriculum establishment and assessment mechanisms and teacher training. Therefore, there is a comprehensive cognition about Finland's Inclusive Education.The forth part reflects on general situation of our country's Inclusive Education. According to the shortage and problems, our country's Inclusive Education may draw useful experience and insights from the Finland's Inclusive Education.
