In 1980s, Chairman Deng Xiaoping put forward an insightful concept that science and technology constitute a primary productive force. This concept points out to the fact that once the achievements in science and technology could be materialized and industrialized, it would greatly emancipate the productive forces. In current world, the transfer of scientific and technological achievements has become one important index of a country's scientific and technological progress and its level of productive forces. The competition among countries'economic strength has become that among their capacities of transferring scientific and technological achievements. Higher education system thus becomes the main force in initiating scientific and technological innovations with powerful scientific researches and numerous professional talents. The transfer of scientific and technological achievements is vital to the development of our national economy and the enhancement of overall national strength. However, statistics show that the social status of colleges and universities and the scientific and technological resources at their command are not in proportion to the contribution they have made in promoting science and technology and economic development. One reason is that many research achievements have not been translated into practical productive forces. Based on philosophy of science and technology's theory about the relationship between science, technology and society, this paper mainly expounds the necessity and chanciness of the transfer of scientific and technological achievements into productivity. Through comparative analysis of the successful transfer of high-tech achievements into productivity in developed countries, the paper will provide some useful thoughts for promoting the mechanism for scientific and technological innovations in the transfer of scientific and technological achievements in colleges and universities. |
