Contents:With the continuous progress of public utilities, a viable and effective monitoring tool - the Government Performance measurement has been applied by the majority of scholars and the community in a wide range, and then an important prerequisite for performance measurement is performance measurement indicators, it will play a significant and far-reaching effect for the implementation and the development of Performance measurement, and would directly affect the success of the performance measurement system. The villages and towns government, is the basic administrative organization, most close to the rural grass-roots peasant masses ,so they have played an important positive role to build a socialist harmonious society and promote the building of new socialist countryside.
