Property declaration system is well known as civil service terminal anti-corruption mechanisms, this paper is divided into four parts.The first part is an overview of the system,it is a pesentation of the content of the Property declaration system,which contain the outside property declaration system and the history and current situation of China.The second part is the analysis of the theory of property declaration system,I analyze legal basis in this part.There is a conflict between the public right to know and the privacy of Civil Service,but the values followed by legislation is the priority of public interests.The system is an effective mechanism to control the power and a necessary requirement for democracy.There are some difficulties at this stage in our country to promote this system legislation,for example,the opposition from the vested interests,the error of awareness,the lack of supporting systems,and the potential political and economic risks.The third part is a comparative study to the law elements of property declaration system from the subject from the reporting obligations, reporting content, procedures andr liability.This section focuses on the construction law of China's future property declaration system.Part IV is to establish a sound civil service system of declaration of property and path analysis.It is necessary to further improve savings real-name system, improve the relevant tax system,related follow-up and improvement of laws and regulations and the establishment of civil protection number credit system.The choice of path is very important in promoting legislation property declaration system in China at this stage.This paper analyzes the entry point to promote the legislation, forms, and the "amnesty" issue.This paper mainly uses a comparison and normative value research methods.This paper is to solve the legislation system design and route selection on the basis of carding the related theory.In the system design,this paper investigates the main obligations firstly, I propose the principle of "ranks combined,focused and differentiated treatment".
