Public Participation In The Shanghai Community Governance Research

The community is the basic unit of a municipality and vessel for the urban management and functional perfection, the development of which will have a direct affection to the living standard and life quality of the urban residents and reflect the level of modernization and development of the social administration of a nation whereas the development of the community depends on not only the intervention of the governmental and non governmental organizations but also the public participation.This paper makes a positive analysis of the public participation in the administration of the community, with the Wei Fang Community in Pudong New Area, Shanghai as an exemplary case, for the comparative analysis to explore the ways and methods of the public participation in the administration of the Shanghai East Bund Living Quarters through the positive demonstration of the public participation in the traditional neighborhood community - the proper interaction among the democratic autonomy of the living quarters, multi elemental joint administration of the community and the legal administration of the government as well as the positive demonstration of the public participation in the administration of the internationalized residential community. By studying the theories of the public participation and administration of the community and the models of the administration of the domestic and international communities as well as the experiences in the public participation, the public participation and interactive relationship in the administration of the community are analyzed based on the practices of the contemporary public administration of the government and the construction of a harmonious society in combination with the models and practices of the administration of the Wei Fang Community in Pudong New Area, Shanghai, with the further exploration of the ways for the public participation, strengthening of the functions of the community and enhancement of the capacity for the administration of the community, so as to find the solutions of the social management, perfect the system for the social administration and public services, and establish the normalized pattern of the orderly social administration, to drive on the self perfection and development of the socialist system in this country and bring the new vigor and vitality to the socialism.
