The system of litigation cost is one indispensable part in the civil procedure systems in every country.Wheather it is reasonable or not reflects how much a person is protected by his country to some extent. If the litigation fee is too high it will absolutely become an unignorable obstacle between citizens and the judicial system. Because not only the rich will face various kinds of civil and commercial disputes but also the poor, and when the justice could be only obtained through large expenditure the latter can get legal protection for their rights and interests while the former has to give up the lawsuit or resort to other disputes resolution or just "bare it". In that case, the litigation cost is related to the protection of rights and interests for the weak as well as the implementation of fair justice and the extent of judicial popularization. In order to make the poor get protection from judicial systems the legislation and judicial system should be changed to meet their basic survival needs. It is of positive significance to enlarge the function of civil procedure that guarantee the citizens' access to justice , decrease the expense of the civil actions and encourage the party actively to exercise their litigious right. This paper analyzes the reform and perfection of Chinese system of civil litigation expenses from the point view of our traditional civil litigation cost system and the new Measures For Paying Litigation Costs.
