Human society has stepped into times of knowledge economy, during which the effect of knowledge and technology in propelling the development of society and economy becomes more and more significant, and the importance of human resources has come to common recognition. As the most important way of developing human resources, training has been seen as the survival strategy which builds enterprises' core competence. The training system for enterprises' employees has been continuously reformed and improved, which gives an enterprise unceasing vitality and makes them grow strong and survive in severe market competition. To win severe international competition and realize the goal of socialist harmony society, the competence of Chinese government and public servants should be further improved. Comparing with modern enterprises, the training system for public servants in China is not satisfying, which lowers administrative efficiency in the short term and threatens administrative competence and position of our government in the long term. The training system for public servants of China should be reformed and improved. On the basis of analyzing the training system of modern enterprises and the real situation of training for public servants of China, this thesis innovatively put forward the viewpoint that we should learn from the training system for enterprises' employees and apply useful experience in training for public servants. Firstly, this thesis discusses the necessity and possibility of learning from training for enterprises' employees in training of public servants. This thesis selects the leading enterprise of telecommunication, Ericsson Company as the main study object, and analyses its training system. Training has shown vital effect in Ericsson's history of more than one hundred years. As an excellent enterprise of world-class, Ericsson's training system is unique and also representative. This thesis studies and analyses Ericsson's training system from following four angles: the strategic position of training, the content of training, the motivation and obligation mechanism of training and the operating mechanism of training. This thesis demonstrates how to apply useful experience of training for enterprises' employees to training for public servants, and provides a useful academic model for the improvement and reform of training for public servants in China.
