Relationship Of The Village Representative Will Work With Village Committees Under The Perspective Of Villagers' Autonomy

The model of the Villager's self-government in the rural communities was spontaneously born in the early 1980s. Promoted by the central government, it was popularized in the rural communities of our country, following the collapse of the People's Commune system. At present, the model has become the grass-roots level democratic system and rural governing model with Chinese characteristics. The Villager's self-government has been carried out for 20 years and has achieved marked progress. However, many of the problems also exposed. The main problem is that the relationship between the Villager's Representative Meeting and the Village Committee is difficult to straighten out, full of contradictions. In this paper, I try to take this problem as a breakthrough point, the Villager's self-government practice in Jiading District as a case study, find the possible solutions by analyzing the current situation of the relationship between the Villager's Representative Meeting and the Village Committee, and the reason of the difficult position.In this paper, the author believes that the lag of the relevant national laws and regulations; the negative effects of the Chinese traditional culture; the township government's excessive intervention; the low quality and ability of the villager representatives and village cadres; the imperfect incentive and restraint mechanisms etc, which lead to several difficult positions of the relationship between the Villager's Representative Meeting and the Village Committee, including 1st, "The Villager self-government" becomes "the Village Committee self-government"; 2nd, the role of the Village Committee is dislocating; 3rd, the Villager's Representative Meeting oversteps the Villager's Meeting's authority; 4th, the Villager's Representative Meeting pays attention to the form, not to the quality, 5th, the channels of the supervision is impeded. All these restrict the Villager's self-government mechanism's effective operation. To solve these problems, we must perfect the laws and regulations, alter the functions of the government, strengthen the education and training, expend the channels of the supervision, improve the incentive and restraint mechanisms.
