Systematical Design And The Adjustment For Relationship Between CPC Village Committee And The Villager Administrative Commission

It has been 20 years since China tried out the Villager self-governance in 1988, however, the process is not so smooth. With the further development of the Villager self-governance, the relationship of the CPC Village Committee and the Villager Administrative Commission has come into the spotlight. How to deal the relationship between the CPC Village Committee and the Villager Administrative Commission well has not only become a tough question for discussion, but also the important subject that focused by the practice circle and the academia, and even more important, the key matter of strengthening the grassroot organization development of the rural area.The Villager direct election and the administration system of the village public affairs, which have been gradually consummated during the 20 years' operation, are the main systems and materializations of the villager self-governance. Therefore, they have been treated by both the practice circle and the academia not only as the key point in analyzing change of the relationship between CPC Village Committee and the Villager Administrative Commission, but also in the discussion of the joint operation and coordination of the committees and the process of promoting the villager self-governance and rural economic development.In following thesis, based on the his personal experience in Xiamen's grassroot organization development of the rural area and the rural social work practice, the writer, by making a thorough analysis on the status background, problems and it's reasons for the freely elected CPC Village Committee and the Villager Administrative Commission, try to design a system that could introduce the village level election, and at the same time, to place CPC Village Committee and the Villager Administrative Commission under the system of the villager self-governance, thus to strengthen villager's trust for CPC and promote the Party's prestige, and create a platform for the harmonious work pattern of the CPC Village Committee and the Villager Administrative Commission, so as to formalized the relationship between the two, and to consummate the villager self-governance system and the grassroot organization development of the rural area.
