Policy Of The Status Of Agricultural Laborers And Their Predicament

The theme of this paper, although has close relationship with the concern and guidance of my teachers, especially my tutor, professor ZhuangXifu, is mainly out of my personal interests.Over the past thirty years since Chinese Reform and Opening Up, with the economic restructuring carried out smoothly and the economy continuously developed, Chinese social structure has changed profoundly——some stratum were divided, some new stratum were generated and the whole social stratum assumed diversified and complicated structure. Meanwhile, not only the social mobility was accelerated, the mechanism of social disintegration and mobility was also transformed quickly. In this period, Chinese rural social stratum structure was accordingly experienced a dramatic change——some farmers seized the opportunity of the Reform, realized the status transformation by their own endeavor and flowed into other higher social stratum in the city; Some others flowed upward within the rural social structure. However, in this constant changing rural society, there is a stratum presented a special sight, that is, it is always in a state of net flows. This is agricultural laborer stratum, which not only showed an abnormal calmness in social overall movement but also has appeared an increasingly shrinking trend. One reason is that China's modernization is developed relatively successful and the rapid expansion of industrialization and urbanization absorbed a great deal of agricultural laborers; the other reason is that our China's rural is comparatively backward at present and located in the bottom of the whole society, in normal circumstances, no one flows to this level.According to the theory of the rural social structure stratification by LuXueyi and ZhangHouyi, strictly makes the definition of our current agricultural laborer stratum. On this basis, I analyze the difficulty this special group meet in the aspects of economic status, participation in political affairs, educational culture, social security, at the same time, find out the reason and characteristics of their difficult situation and accordingly explore the strategy of how to deal with the problems.This paper is launched around the above problems, with the guidance of dialectical and historical materialism, adhere to the unity of logic and history, insist on the combination of theory with practice, apply to the logical method of from macroscopic to microcosmic, abstraction to specificity, the general to the specific, take comprehensive analysis and integral judgment as the principle, exert the method of comparative analysis and universal connection, trying to make a relatively complete and exact explanation on the status quo and cause of formation of the agricultural laborer stratum. The structure of this paper: At first, bringing forward the theoretical foundation of the research issue, that is, the combination of Marxism class analysis method with rural social structure stratification by LuXueyi and ZhangHouyi to establish the theoretical foundation of this paper, secondly, on the basis of the definition of agricultural laborer stratum, according to the interrelated data, combining our national conditions to entirely explore and analysis the current situation and cause of formation of this stratum; thirdly, further analysis the reason of this current situation; fourthly, put forward the correlative strategy of how to solve the dilemma of the agricultural laborer stratum.The purpose of this paper is that, firstly, attract people's attention on the dilemma of the agricultural laborer stratum; secondly, provide the reference for relevant departments for their research and policy making; finally, improve the level of my professional knowledge and scientific research ability theoretically and practically.
