In China, the modernization of industry and city depends on the support of agriculture. The modernization of agriculture needs intensive farming, economies of scale and industrialization. So, the important production factors, land, must be optimized, the interests must be adjusted. Many peasants have to leave their land because of the industrialization and citilization. Along with the development of Chinese citilization, the number raises from 19.7% to 40.53%, from 1978 to 2003. This means the modernization of Chinese city gains large success. But, in this process, there are many peasants lost their land. "lost territory peasant" different from other people, their major character is they have no land, no job and no ensure. According to the requirement of harmonious socialist development, the achievement must be shared by all the people. Government must provide square deal and public products to the society. Now more and more lost territory peasants have influenced the social development and steady, destroyed our modernization and the original intention of reform. So, government should use the experience of other countries for reference, and according to our actual conditions to deal with this problem.
