From the point of citizens rights, the farmers' cultural rights should be protected by the government; from the point of public product, the public cultural construction in countryside should be lead by the government; from the point of the development of the nation, the implementation of compulsory education in the countryside and the protection of the folk customs and culture should be supported by the government, and this is the government's natural responsibility to promote the public cultural construction in the countryside. However, enormous government responsibility inefficiency exists in this process and is mainly reflected in the following aspects: the farmers' cultural rights are safeguarded insufficiently; the public cultural products in countryside are supplied unevenly and financial investment is insufficient; with regard to the duty in compulsory education in the countryside, government departments pass the burden to each other, which causes compulsory education supplies in city and countryside to be out of balance; the folk customs and culture are not protected properly. In this article, the author tries to analyze the reasons for government responsibility inefficiency from the following aspects: the protection of farmers' cultural rights, the provision of public culture products in countryside, the development of public cultural construction in countryside. And then the author puts forward several proposals to public cultural construction in countryside: The government must realize the importance of the public cultural construction in countryside; it also should introduce the market mechanism under the government leadership to construct the public culture in countryside; the government should achieve responsibility return in compulsory education construction in the countryside; the government should enhance the protection of the folk customs and culture construction in countryside.
