The League of Arab States (LAS) has been a topic hardly noticed in the academic field either at home or abroad, and research work on the relationship between LAS and Arab security is even more rarely seen. Focusing on the collective security of LAS, this article tries to make an initiative study of the collective security regime of LAS from the perspective of the international regime theory. To begin with, the author systemically relates the evolution of LAS and points out that related principles held by Arab League coincide with the spirit of collective security of the United Nations. The functions of Arab League, however, have been obviously curbed in history. Due to both the grave bondage of its internal mechanism and the profound influence of the power pattern changes of the Arab world within and withal, there is a tendency of the weakening of the functions of the collective security regime of Arab League against the urgent call for its strengthening from reality. Then the author makes a thorough analysis of the decision-making system of the collective security of Arab League, the core of which consists of Arab Summit, the Council and the Secretary General. The regime has defects in its theory and structure as well: a) ambiguous concepts of functions and power between the three organs; b) the principle of"Equal Membership"makes Arab League impotent; c) inadequate recognition of its authority, The above-mentioned internal defects and the bondages from inside and outside the Arab world have a direct impact upon the effectiveness of LAS and the efficiency of the regime is thus determined by the favorable interaction between the decision-making mechanisms and the tolerance of the power pattern inside and outside the Arab world, which is proved by the three cases discussed here. All the above research into related theories and practice of the collective security of Arab League leads to the conclusion and solution-oriented strategic suggestions.
