The nationalism problem has been the hot problem which the academia studies both at home and abroad all the time. it is an important respect of current international relations theory too. Realizing the nationalism question after the cold war correctly, facilitates various national countries of the world meeting the needs of globalization, make the correct policy on ethnic affairs; Facilitates our dealing with the international problem correctly, solve the international dispute; And facilitates our knowing the world situation correctly, safeguard the peace and development of the world. After the cold war, peace and development become all the countries' common aspiration of the word, but the rising of nationalism becomes the new characteristic of current international community again, has exerted a great influence on the international relations. The domestic and international scholars have carried on research to the nationalism problem from different sides, have proposed various views, and have made a lot of important research results. This text combines the current situation of present international politics on the basis of studying these achievements carefully, has analyzed the meaning of nationality and nationalism, has probed into the behavior, characteristic, the reason and impact on international relations of the rising of the nationalism after the cold war.This text mainly launches describing from four parts:Part one has analyzed the meaning of nationality and nationalism, historical development and characteristic of nationalism. According to domestic and international scholars, the classic authors of Marxism and basic concept about nationality and nationalism of Communist Party of China, I think nationalism that is formed in the long-term historical process that the nationality forms and develops gradually, is the identification with this national culture, tradition, interests, etc. it is a kind of strong ideology national emotion, is a kind of thought and sport based on national sentiments, national consciousness. Nationalism mainly has three characteristics: Nationalism has history and comprehensive; Nationalism has pursuit of three respects of political interests, economic benefits, culture interests; Nationalism has double functions. Nationalism originated from latter stage of Middle Ages and modern and early Europe, after the national country set up, modern nationalism takes shape. Since the 20th century, nationalism had been expanded to other areas of the world, went through tide three times.Part two has analyzed behavior and characteristic of the nationalism of the world after the cold war. Compared with nationalism before the cold war, the nationalism after the cold war is mainly shown as national secessionism, suffused with nationalism, religious nationalism, racism and tribe's doctrine, etc. More one that the nationalism brings to international community is country's splitting, the nationality is hostile to, ethnic massacre and social turmoil,the result is to destroy the unification of the motherland and international order, aggravate the turbulence inside the area or country, hinder the social economic development and improvement of living standards of the people, delay the process that the world develops towards multipolarity. The nationalism after the cold war demonstrates its own characteristic too: The nationalism of the world is not merely confined to the range of a country after the cold war, but involves the global range; The nationalism of the world has comprehensive contents, including political nationalism, economic nationalism, culture nationalism after the cold war; The level of the nationalism of the world after the cold war is more various, not merely includes the nationalism inside the multi-nationality country,and includes the nationalism between developed national country and undeveloped national country and nationalism across boundaries of ad joint nationality; The development trend of the nationalism after the cold war is more complicated, the ones that demonstrate and get together with two kinds of dispersed trends run side by side and developing.Part three has analyzed the reason why nationalism rises after the cold war. The rise of the nationalism tide in the world after the cold war has complicated international and domestic backgrounds, and it is often caused by many kinds of reasons that are interweaved each other, such as politics, economy, culture, etc. First of all, the disintegrating of pattern of cold war impels the vigorous growth of the nationalism after the cold war; Secondly, the faults of the politics, economy and cultural policy in some multi-nationality countries, make national intensification of contradictions, cause nationality rise to separate sport; Moreover, the imbalance of economic development after the cold war has sharpened the national conflict, including the economic disparity between developed country and developing country, the imbalance of economic development inside the multi-nationality country and inequitable international economic order. The western countries headed by U.S.A., in order to seek their own politics and economic benefits, pursue hegemonism and power politics actively, and interfere the national affairs to the relevant areas, cause the national conflict to grow in intensity, become the important reason why nationalism rises after cold war.Part four has analyzed the impact on international relations of nationalism after the cold war. First of all, the impact of nationalism on international political pattern after cold war is that it impels international behavioral host pluralism and complicated and international strategic deconfiguration of strength; Secondly, the impact on peace and development of the world of nationalism after the cold war is that it has initiated and aggravated various contradictions and conflicts, caused the turmoil of some countries and regions in the world, has hampered international economy's progress; Moreover, nationalism after the cold war to a certain extant challenges the governing norms of international relations, including state sovereignty principle, do not interfere civil war principle, etc. In addition, nationalism after the cold war helps the pattern of the world to develop towards multipolarity to a certain extent, it has assaulted the hegemonism of U.S.A. and power politics, it gets the trend together and promotes the development of pattern multipolarity in the world. Finally, summarizing the main view of this text, it put forward the cooperation and exchange that should strengthen various nationalities on the equal and mutually beneficial basis, promote the peace, stability and development of the international community.
