The Victim-Offender Mediation came out of the background of the reform, and the system had been in dispute from the day it was born. The conservatives regarded that the system had obeyed the tradition of the criminal law and weakened the criminal law's value of punishment of criminals and the protection of human rights,took thought of the future of the system .However,the rise of the system had its own social,theoretic and legal foundation, and had shown powerful vitality round the world.
