In recent years, with the deepening and enlargement of European integration course, European Union's strength has been gradually conspicuous. In the inside of Europe, the European Union's member states and the candidate countries are influenced by European political, economic and value system, and this phenomenon is called "Europeanization". Europeanization is the side-effect and the objective result caused by the European integration course. It is a contrary visual angle with the traditional European integration study. This dissertation starts with the definition of Europeanization, and then analyses the influnce, degree, mechanism and future tendency. The paper includes four parts. Part I, Europeanization phenomenon's appearance and the definition of Europeanization. Starting from the Europe integration movement, Europeanizational phenomenon has moved towards existence. But in the early phase of European integration, European strength is weak. It is the European Union's member states who drive European integration. Each step of European integration's development can cause European Union to have a further more influence on the member nations. The higher integration's degree is, the more obvious the Europeanization phenomenon is. Therefore, the European integration is the reason and driving force of Europeanization, is also Europeanization's forward target. The western scholars have various concepts and understanding about Europeanization, but they have a common view: the core problem of Europeanization theory is that European Union's politics and common policy cause impingement and effects on member states. The domestic scholars more like to limit the influence of Europeanization in the eastern European countries. The author believes that, Europeanization is a two-way process: on one hand, European Union outputs, disseminates and carries out its political, economic system and the value system; on the other hand, the European Union member nations accept, adapt to, approach, adopt or resist EuropeanUnion's political, economic system and the value system.Part II, the influnce of member states'Europeanization. First to appear and the most obvious part of nation-states'Europeanization is the policy change. And Europeanization also affects the national system, the national status, as well as member nations'values, approval and idea. The member nations have very different historical factors, political systems, original policys, the concrete national conditions, therefore different member nations'transformation are also different. In sum, there are five degrees:the Inertia,Inertia, Accomodation, Transformation and Retrenchment.Part III, the ways of Europeanization in member states. The way that European Union pushes forward Europeanization of member states'policy system is always changing. From early "harmonization" to afterwards "mutual recognition" principle, up to now European Union established a new "benchmarking" strategy to advance the member nations'europeanization in the economic and social domain Europe. In the national plane, this article discusses and analyses EU member states'Europeanization from the rationalist institutionalism and the sociological institutionalism. The logic of rationalist institutionalism suggests that Europeanization leads to domestic change through a differential empowerment of actors resulting from a redistribution of resources at the domestic level. Sociological institutionalism suggests that Europeanization leads to domestic change through a socialization and collective learning process resulting in norm internalization and the development of new identities.Part IV, the future of member states'Europeanization. Europeanization affects many aspects of member states, and countries change more or less. Will it results in convergence of member states? Theoretically, Europeanization should lead to convergence, but in reality it is divergence. Europeanization is not a process which institutions, policies and procedures close up inside member states simplely. On the contrary, divergence becomes a worthy discussing problem. It is impossible for EU to replaces the member states. The relation between European Union and member states will be long-term in the state of seeking the benefit balances.
