With the transformation of the society systems, the change ofbenefit patterns of social classes, the mass events initiated by eachkind of social contradictory have already became the prominentproblems of public security order and social stability.Therefore, Properly preventing and controling the mass events is astern item and the urgent significant duty. The practice alreadyrepeatedly proved that, preventing and handling the mass events bythe will of the leader, not only can cause the inexhaustible hiddendanger, moreover also can cause the legal authority and governmentprestige depression. Only examining the mass events in the vision ofrule by law can present rationality of the social management.Although our country's constitution, the criminal law, theadministrative rules and regulations, the rule and the procedural lawalso have the stipulation about the mass events, they can not satisfy thethe effective need.
