The securities market is a very important part of the system of capital markets, a highly efficient stock market should be one that can normally raise funds, install the funds, deliver the information, discover the price, evaluate results and control governor etc. However, the securities market does not spontaneously achieve effective function because of its characteristics of speculative and high-risk, therefore, management measures must be strengthened so that the stock market can move toward the direction of standardization. Especially Chinese securities market start later, because of the historical reason it exists a series of the characteristics of system up to now. Along with the development of our country's market economy, these problems particularly state share sale becomes highlight gradually. It becomes the hard problems having to work out in the development of Chinese securities market.The standardization of the securities market is a very broad topic, so it is vary hard for one student to finish. This article analyzes the securities market's legal standardization and surveillance management from the perspective of state share sale reform. State share sale reform is an important measure of the current stock market, and it will bring a wide range of affection to the stock market. On the one hand, which will be convenient to restore the vigor of the stock market and norm its development; but on the other hand, because of the indetermination of the reform, it may lead to the stock market's fluctuation and manipulate the stock market which will destroy the interests of shareholders. Therefore, it will not be disadvantageous to the stock market towards the development of standardization. These are exactly the problems that should be resolved in the course of standardization.
