Our securities business exists a special phenomenon, state-owned share accounts for more than 60% of all share in market,the phenomenon is named "a dominate share". Company which comes into the market is one whose share can be sold and bought in the securities market; shareholders can transfer their share according to their will. Only individual-share can be transfered freely, corporation-owned share can be transferred limitedly,state-owned share can not be transfered.State-owned share accounts for overbalance of proportion, and the bad result is evident. Firstly, the phenomenon goes against regulation of limited resource,state-asset becomes "dead asset"; Secondly, the phenomenon goes against scientific organization of a corporation, makes corporation not bring up operation efficiency and enlarge reproduction.Thirdly,the phenomenon makes corporation property-right independent to become a form.Endly,the phenomenon makes our securities business become an abnormal market, makes the function of optimizing resourse of securities business not bring into play. Various abuses make state-owned share not keep valuable and increment, state-share reduction becomes a question incapable eviting and needs to be settled urgently.
