The real estate is the key industry that concerns with the national economy and the people's livelihood. The stable real estate price has vital significance to the healthy development of the entire national economy. Through analyzing the reason why the real estate price seriously departed from its real value and the present situation of the current legal system of the real estate price regulation, this thesis aims to search the primary mission that the laws of real estate price regulation faces and the basic principle and goal that the real estate price regulation law should follow. On this foundation, emphatically discusses and reconstructs several factors that have relatively large influence on the real estate price, especially discusses and reconstructs the land price regulation system and the real estate tax revenue system, aiming to provide some feasible policy suggestion for the establishment and improvement of real estate price regulation law system.The articles related to real estate price regulation can be seen everywhere, but articles that conduct comprehensive and systematic research on real estate price law system can hardly to be found. Through the real empirical analysis and theoretical research, the fresh idea of this article firstly lies in making clear the primary mission that the law of real estate price regulation faces and the basic principle and goal that the real estate price regulation law should follow, thus indicates the direction for the real estate price regulation legislation; The fresh idea of this article secondly lies in the analysis of some specific real estate price regulation systems and putting forward some thorough policy opinions, such as the government's measure of control on land price, the land reserve system of 'three houses', the establishment of property tax in the substitute of the land fees from sales, the introduction of the concept of 'the first residence' so as to make the real estate tax revenue to be more reasonable and so on.The whole text is about 35,000 words, which is divided into three parts besides the foreword and the conclusion.
