| Civil servants determine the performance and efficiency of governments. It is important to build a scientific and effective servants' performance-management system for both theoretic study and actual applications. Although some researchers have obtained some good results in Chinese servants' performance-management system, there are still many confusions in servant theory, and such servants' performance-management system could not work well in daily government works. This thesis deeply analyzes deficiencies of the current Chinese servants' performance-management system, introduces the advanced theory generally applied in developed countries, and provides a solution to improve the performance management system of Chinese civil servant by combining both the advanced foreign theories and real situation in China.At first, the author introduces the concept of servants'performance-management system in details. It is also pointed out, because the concepts of performance-management and performance-appraisal are confused with each other, the civil servant performance-appraisal has never been effectively carried out. In fact, in China, servant performance is just evaluated as conventional ways, but not involved into the entire management system. To realize a healthy and effective servant performance management, the theoretic concept, processing method, and servant laws should be supported, limited, and supplied with each other. A good performance appraisal system and dynamic performance management are also necessary for an entire servant performance management system.Secondly the problems appearing in current servant performance-appraisal have been discussed in details.
