They not only face the pressure of insufficient financial supply, but also bear political responsibility and social pressure that do the services well for peasants, and numerous public management and public service functions. They play an important role in the local, even country's politics steady, economic development and the social stability. With the era of "post-tax-and-fee" coming, the villages and towns governments' existing control function must be weakened, and the service function must be strengthened. In the new administrative ecological environment, how should we orient the functions of the governments of villages and towns, how to transform?
