Small and medium-size enterprise issue is a hot issue nowadays. With the development of status and function of small and medium-size enterprises in the world, whatever developed countries or developing countries constantly adopt positive policies and legal measures to protect and foster development of small and medium-size enterprises. In order to carry out various supporting measures, most countries notice the importance of service system of small and medium-size enterprises. Developed countries have some successful examples in respect of service system of small and medium-size enterprises from the frame to perfection of legal system, which provides enough experiences for us.At present, establishment of small and medium-size enterprises service system has just taken step. Though service institution and perfection of service system have achieved a lot in some extent, there are many imperfect parts and problems. Specifically, those problems are mainly immaturity of service subject, imperfection of service market order and frame and perfection of service system lack of legal grounds. Therefore, aiming at the problems involved in development of small and medium-size enterprises, this thesis put emphasis on perfection of legal institution of small and medium-size enterprises service system with reference to foreign countries' successful experiences of supporting and developing small and medium-size enterprises service system.This thesis includes 4 chapters. Chapter 1 is mainly about basic theory of small and medium-size enterprises and its service system, including legal standards of small and medium-size enterprises and connotation of small and medium-size enterprises.
