The so called relation between the Party and the Government is the relation between the Chinese Communist Party and the China's state political power. It is the most basic and the most important political relationship in contemporary Chinese political relation network, and is the essential issue of Chinese political system. The Communist Party of China has explored for a long time to correctly recognize and deal the relation between the Government and itself, got a great effect, and partially realized the transform from the traditional mode to the modern one.This paper recalls the forming process of the relation between the Party and the Government before the Third Plenary Session of the Eleventh National Congress, analyzes the characteristics, shortcoming and its causes of the traditional relation, attributes the old one to the history, and assumes that the traditional relation is somewhat reasonable, but the harm it made is also serious.The paper expounds Deng Xiaoping's thinking about the reform of the relationship between the Party and the Government, discusses the reform and renovation in the relationship since the Third Plenary Session of the Eleventh National Congress, summarizes the main achievements and basic experiences of the reform of the relation in new periods, analyses the current issues in the relation, tentatively explores the new modal of the relationship, and proposes several recommendations.
