This paper focuses on the point of property rights to fully understand and analyze the mechanisms of affordable decent housing with the reference of relevant theories, wholly based on the current relative regularities and rules. To properly resolve the existing problems in the implementing mechanisms of affordable decent housing, the author addresses own suggestions and advice based on the analysis. This article includes five sections to demonstrate the points.Section 1: General introduction of mechanisms of affordable decent housing. Firstly, it clearly illustrates the notions of affordable decent housing and the property rights of affordable decent housing, which the former one means the meager profit commodity apartments (including new houses and exist houses) that are bought by middle or low income families and enjoyed the complete property right under the management of government and also this is aimed at to protect the rights of these middle or low income families, the later one is the complete proprietary which are relative with affordable decent house including real rights, creditor's rights and rights of inheritance and so on which embody the legal relations such as occupying, controlling and transferring of affordable decent house. And in this section, author also considers the history of mechanisms of affordable decent housing as well as its future development trend.Section 2: Analyze the present situation of affordable decent housing land, which its rights include ownership and usufruct that belong to government. It illustrates the property rights of affordable decent housing land and the party, content, nature and character of its usufruct in detail.Section 3: Analyze the present situation of affordable decent housing. It discusses the concepts, price and property rights and other aspects of standard price house, cost price house, corporation building, funds-raising building and cooperative building, and the focus is property rights. And also makes the deeply comparisons between the above-mentioned different types building to fully understand the character of each one.Section 4: The problems of the mechanisms of affordable decent housing. It points out the seriously negative impacts to the society and economy of theseproblems, such as property rights, unscientific classification, governmental feasible Marco -regulation and "three out of control" and so on.Section 5: Reconstruction of the mechanisms of affordable decent housing. According to the author's opinions, the reconstruction should be started from tow aspect, macro-measures and micro-measure. In macro-measure, it points out the start-point the reform of mechanisms of affordable decent housing and its goal is to protect human rights under the permission of law, as well as to perfect the governmental Marco-regulation measures; from the micro-measures aspect, should make property rights clear and place kinds powerful measures to consummate the affordable decent housing land and housing mechanisms, such as converting the standard price house to cost price house and developing the corporation building and abolishing the funds-raising building and reforming the mechanisms of property rights of affordable decent housing to make the buyers enjoy the complete property rights and so on.
