For more than twenty years of reform and openning, enterprise management in China has achieved long-term and steady development oriented to modernization. With constant innovation in enterprise's organization structure, the concept, system and working process for project management in construction enterprise have to be improved.With the development of project management, the production management of the construction enterprises in China faces new challenges. On the one hand, the construction enterprises are in the high competitive industry. The situation of one project being contracted to more than one enterprise, the shorter time limit for a project and small value for single project result in the disadvantage of decentralization of enterprise resources, frequently move of personnel and overlong construction line. On the other hand, many enterprises take the policy of bidding on low price for success. The uncontrollable cost rise high and deficits appear in some projects. The construction enterprises are compelled to improve their production and operation management especially to improve the working process of project management in order to effectively accelerate themselves to provide qualified products and service for customers flexibly, effectively, timely and with low consume in order to acquire good benefit and accelerate continual development. In view of the problems relating to project management resulting from conforming to international practice, an exploration is made on the reform of project management conception, system and function. A discussion is made on the improvement of plan making method, instrument using method and operation controlling method. A summary is made to the formation of strategies for project management.In this paper, a discussion is made on the questions from the perspective of management science by using the analysis method of system economics. According to the view of system economics, the economic system is an organism consisted of theeconomic elements and the relationships among them. To be an independent economic, the function departments of the construction enterprise system are economic elements in the economic system.Thereinto, the construction plan management is the hard-portion which consists of the concept, technology, method, tools (instrument and software), innovation, and so on. The relationships between plan management and other economic elements is the soft-portion which cosists of the relationships between plan and other function, plan and construction enterprise management, plan and project implement layout, quantity plan, HSE plan and cost expenses plan of project, plan and related content in FIDIC and so on. These elements take shape into a serious of interleaving relationships and compose the plan management system of an enterprise. In this paper, the soft-portion, that is the plan management system of construction enterprise under open-stucture, will be discussed first and then is the hard-portion which is about the improvemnts of working process of project management. The breakthrough and innovation in the paper focus on the research method by taking plan management analysis into the system scope of enterprise.Although we have practiced and explored the plan management of construction enterprise for many years and have gotten some new achievements on the aspects of the innovation of the plan management mental, the plan management system, the plan compile process, cycle control, software application and so on, the doubletrack practice between the construction management in China and international usage is still in the course of consummating and developing, the construction management still needs to be improved and developed further on the aspects of system, mechanism, space and scope and so on.
