| "Rule of law" and "rule of virtue" have been regarded as new strategies to manage state affairs and to build a well-off society in an all-round way. These two belong to a grand theoretical system with many questions deserving researches. This thesis, from the "grand historical perspective", expounds the reasons for selecting these two strategies in the period of building a well-off society in an all-round way. From various angles such as jurisprudence, jurisphilosophy, ethnics, the thesis firstly clearly defines these conceptions like "rule of law", "rule of virtue", etc., which distinguishes those commonly used in theoretical field.The first part of the thesis mainly discusses the scientific feature of the two strategies from the perspective of philosophy, jurisprudence and political science as well. The consistency in jurisprudential value and the complementariness in norm of these two strategies, their maintenance of social order as well as the scientific setup of social systems, have all determined the strategies to manage state affairs.The second part summarizes the strategies employed in ancient times, reviews the conceptions and practices of socialist management of state affairs, and refers to the strategies of capitalist countries. In this way, it proves that combining the "rule of law" and "rule of virtue" in the period of building a well-off society can be considered as historical inheritance and transcendence.The third part, being the major part of the thesis, deals with the inevitable demands of political civilization, material civilization, and spiritual civilization in the present situation of social transformational period. By applying theories on jurisprudence and citizenship, it analyzes the conspicuous phenomenon of a society ruled by law and points out the two strategies discussed actually answer the call of both reality and future. |
