TBT (Technical barriers to trade) is utilized widely more and more, it is preventing weak tendency enterprises entering the international market with a kind of strength of exceed tariff barrier. In the seventies, there are nearly 10-30% TBT in influencing international trade of the non-tariff trade barriers. Since entering the 1990s, this proportion has improvement for a considerable large extent. Some developed countries not only have used TBT in a large amount in the trade field of the goods, but also have expanded TBT to service trade and invest field. Except the regulations of WTO relevant agreements, there are similar contents and stipulates of TBT in more multilateral the area and bilateral environmental protection agreement, intellectual property protection agreement, free trade invest agreement, etc. too.We don't adopt passive attitude like as" Trust to chance and strokes of luck" to deal with TBT. Our government, organization and enterprise all should deal with TBT positively. This thesis explains and analysis the meaning, characteristic of TBT all-around, and introduces the state of development and trend of TBT of textile clothing trade in the world. Especially describes the systems of TBT of the main target country and area of our country textile exported, and analysis the ability of the textile industry of our country to deal with TBT at present, then find out the weak point to break barrier from it. Finally propose the tactics in deal with TBT for our country textile clothing exporting, and offer the feasible suggestion and guided for government, organization and enterprise. So it has important theory meaning and actual using value for consolidate and expand the occupation rate in the international market of fabrics clothing of our country, and ensure the textile clothing industry of our country to develop in a healthy way along the new-type industrialized road with deal with TBT.
