Guangdong government had put forward the stratagem of "three regions develop together" in 1996. However, for their history, geography and policy are different, the Zhujiang Delta is much developed than the other two regions. The unbalanced condition has embarrassed further development for Guangdong, which has been a serious problem especially when the "comprehensive Zhujiang Delta" had come into been.Based on the theory of investor protection, the paper compares the disparity among three regions in Guangdong, and analyses the influencing factors theoretically and demonstratively. Using econometrics and statistics methods, the paper also sets a matrix to prove its analysis from four main aspects, economic, logic, governmental and social. It tries to find out the causation of the disparity so as to support the investor protections reform theoretically. It is valuable for government to find out the reason why local investor protection is not good enough and find out the way to amend it.For some of data is from questionnaire and some is estimate of author on the base of governmental document, subjectivity is inevitable. In addition, confined by the attainable data, index choosing is not sufficient enough.
